Chile's National Electric Coordinator(Coordinador Eléctrico Nacional) Releases Independent Technical Report on Blackout, University Experts Reveal Core Flaws in Unjustified Disconnection of 11 Generation Units and Five-Year Defense Plan Delays
On August 6, 2025, Chile's National Electric Coordinator(Coordinador Eléctrico Nacional) (Coordinador Eléctrico Nacional, CEN) released an independent technical report titled "Analysis of the February 25, 2025, Event System." Prepared by an expert team from three Chilean universities(universidades chilenas)—Universidad de Chile, Universidad Técnica Federico Santa María, and Universidad de Santiago—and led by Dr. Claudia Rahmann(Dra. Claudia Rahmann), the report aims to transparently and rigorously analyze the causes and consequences of the total black event in the National Electric System (Sistema Eléctrico Nacional, SEN) on February 25, 2025. The report has been submitted to the Ministry of Energy(Ministerio de Energía), the National Energy Commission(Comisión Nacional de Energía), and the Superintendency of Electricity and Fuels (Superintendencia de Electricidad y Combustibles, SEC) to support their regulatory functions, emphasizing the critical factors leading to the system's complete collapse.

The report identifies three core issues: First, significant non-compliance and quality deficiencies exist in the technical reports, protection records, and operational data provided by coordinating companies, hindering the precise reconstruction of the event sequence and the identification of regulatory violations. Second, despite CEN’s continuous monitoring of PDCE (Plan of Defense Against Extreme Contingencies) implementation projects over the past five years and its submission of progress reports to SEC, the PDCE in the northern region remains delayed, highlighting deficiencies in processes and oversight mechanisms. Finally, at least 11 generating units unreasonably disconnected during the failure; simulations indicate that the total black event could have been avoided if all units remained connected and emergency resources complied with current regulations, thereby exposing operational vulnerabilities.

CEN's Board of Directors noted that the report provides critical input for understanding the event chain and will adopt its recommendations to advance regulatory, operational, and oversight improvements, thereby enhancing system security and reliability. Dr. Rahmann emphasized that the team contributed to strengthening the resilience of the National Electric System with rigor and objectivity. In the coming days, CEN and Universidad de Chile will hold industry presentations to share observations and promote the activation of mechanisms.
