Greek transmission system operator ADMIE and distribution system operator DEDDIE jointly released Announcement No. 4, implementing the zonal capacity control policy for photovoltaic stations on high-productivity agricultural land in accordance with Article 3 of the Government Gazette ΦΕΚ Β' 5342/17.10.2022. The announcement specifies the total installed capacity ceiling for ≤1MW PV projects on agricultural land for each Περιφερειακή Ενότητα (Regional Unit) and publicly discloses the remaining available capacity quotas per region in real-time via their official website.

In Regional Units where zonal quotas have been exhausted, regulatory authorities will enforce dual restrictions: immediately suspending acceptance of new Final Connection Offer (OPS) applications for ≤1MW PV projects on high-productivity agricultural land, while simultaneously rejecting all pending applications of the same category within the region (including projects that have received "Connection Not Feasible" notices but still seek to retain queuing eligibility). Joint applications for exemption projects submitted under Article 14 of Law 4951/2022 will have their corresponding portions rejected if they include siting proposals on high-productivity agricultural land. Special provisions stipulate: joint applications submitted under Article 59 of Law 5151/2024 before October 31, 2024, require ≥8MW of remaining capacity for acceptance; applications submitted thereafter require a ≥10MW threshold.

Unrestricted scenarios include: applications for projects sited on non-high-productivity agricultural land or those legally exempted, whose new or pending approval processes may proceed normally. This control mechanism aims to balance agricultural protection with clean energy development, optimizing resource allocation through land classification management. All implementation details shall adhere to the original provisions of the 2022 Government Gazette.
