India Approves Six Solar Cell Manufacturers for ALMM Certification Program, Sets 13 GW Annual Capacity with Waiver on Cell Requirements for Bids Submitted Before August 31, 2025
The Ministry of New and Renewable Energy (MNRE) of India has officially released the Approved List of Models and Manufacturers (ALMM) for photovoltaic cells, approving six domestic manufacturers including FS India (First Solar's Indian subsidiary), Jupiter International, Emmvee, Mundra (Adani Group), Premier Energies, and ReNew. Their combined annual production capacity reaches 13GW. According to the technical parameters in the list, Mundra (Adani) leads with a total capacity of 3,832MW, comprising 1,939MW of bifacial monocrystalline PERC (Passivated Emitter and Rear Contact) and 1,893MW of bifacial n-type TOPCon (Tunnel Oxide Passivated Contact) production lines. FS India secured approval for 3,212MW capacity, Premier Energies possesses a 1,925MW bifacial monocrystalline PERC production line, Emmvee received approval for 1,553MW of bifacial n-type TOPCon technology capacity, while ReNew and Jupiter hold 1,766MW bifacial monocrystalline PERC and 779MW monocrystalline PERC bifacial cell capacities respectively.

The policy establishes phased implementation requirements: For ALMM-applicable projects with bid submission deadlines on or before August 31, 2025, the usage of ALMM-certified cells is exempted, but the use of ALMM-certified modules is mandatory. This exemption clause remains valid until the project commissioning period after June 1, 2026. For projects submitting bids after August 31, 2025, regardless of whether commissioning occurs before June 1, 2026, the strict use of both ALMM-certified modules and cells is required.

This list mechanism aims to strengthen the enforcement of domestic manufacturing standards and guide industrial upgrading through differentiated certification of technology pathways. By setting bid submission deadlines as demarcation points, the policy both reserves a supply chain adjustment window for projects under construction and establishes strict localization procurement thresholds for subsequent projects. It is expected to accelerate the technological iteration process of India's photovoltaic manufacturing industry.
