China Inner Mongolia Energy Group's 0.8GW/3.2GWh Grid-Scale Energy Storage Procurement Sets 5GWh Capacity Threshold and Prohibits Consortium Bidding
Inner Mongolia Energy Group has initiated the procurement of energy storage systems for independent energy storage projects totaling 0.8GW/3.2GWh. The bidding is divided into two sections: Tuquan and Sonid Right Banner. Section One, located in Tuquan County, Xing'an League, plans to construct a 500MW/2000MWh grid-forming lithium iron phosphate battery energy storage system. The project will be completed in one phase with a newly built 220kV booster station and connected via a single circuit line to Pingchuan 500kV substation. Section Two, situated in Sonid Right Banner, Xilingol League, has a scale of 300MW/1200MWh, also employing lithium iron phosphate battery technology and scheduled for simultaneous completion. Both projects adopt a 1500V system design with a grid connection voltage level of 35kV.

The procurement requires bidders to supply complete system equipment including battery clusters, PCS (Power Conversion System), EMS (Energy Management System), containers, and fire protection facilities, while also being responsible for on-site commissioning and grid connection acceptance coordination. Bidders must strictly demonstrate cumulative experience of no less than 5GWh in lithium iron phosphate battery energy storage system integration since January 2023, and consortium bidding is explicitly prohibited. Equipment delivery is scheduled from September 30 to October 30, 2025, with the tendering party reserving the right to adjust supply timelines based on project progress.

The projects will be implemented by wholly-owned subsidiaries of Inner Mongolia Energy Group. The Tuquan section will be tendered through Mengneng Zhihui Dianchu New Energy Company, while the Sonid Right Banner section will be managed by Dianchu New Energy Company. Bidders may compete for both sections but can ultimately only win one, with priority given to Tuquan project candidates based on section sequence. As a key component of Inner Mongolia's new energy infrastructure, this project will enhance regional grid regulation capabilities and provide a demonstration for large-scale application of new energy storage technologies.
