On August 5, 2025, the National Energy and Utilities Regulatory Commission of Ukraine (НКРЕКП) approved amendments to Article 7.11 of Chapter 7 of the "Rules of the Retail Electricity Market," aimed at stringently regulating payment defaults by non-household consumers. This revision explicitly grants critical infrastructure facilities—including medical institutions, heat/water supply facilities, and national defense/security installations (as defined in Ukraine’s "Electricity Market Law," Cabinet Resolution No. 833, and Market Rules)—exemption from disconnection, ensuring their power supply remains unaffected by the new regulations.

Under the amended provisions, court proceedings will no longer automatically suspend disconnection procedures. Electricity suppliers are authorized to disconnect non-household consumers in arrears. Suppliers must issue a written notice at least 10 business days prior to disconnection. Defaulting consumers may apply for an injunction under Articles 136–140 and 144 of the Code of Economic Procedure of Ukraine to temporarily maintain power supply, such as by requesting a court order prohibiting the supplier from implementing disconnection.

This policy strengthens payment discipline among non-household consumers by curbing the abuse of judicial procedures to delay payments. Upon implementation, it will enhance the financial stability of Ukraine’s electricity market, protect the rights of conscientious market participants, and promote the establishment of responsible electricity consumption mechanisms.
