EU updates list of cross-border renewable energy projects, adding 5 bringing total to 13 receiving CEF subsidies subject to member state agreements
The European Commission has recently updated its list of priority cross-border renewable energy projects, increasing the total to 13 with the addition of five new projects. According to the announcement, selected projects will receive "special status" to enhance financing visibility and may apply for construction or feasibility study subsidies under the Connecting Europe Facility (CEF). The selection window for this round runs from September 2024 to January 2025. All projects underwent joint assessment by the European Climate, Infrastructure and Environment Executive Agency (CINEA) and the European Commission to ensure commercial viability for renewable energy development.

The new additions include: a joint wind power project between the two Baltic states; a district heating system connecting Frankfurt (Oder) in Germany and Słubice in Poland; a Portugal-Luxembourg joint marine energy research initiative; and an Italy-Algeria-Tunisia trilateral project. Among these, the cross-border Medlink project plans to deploy 10GW of solar, onshore wind, and battery storage systems across the two North African countries, catering to both local consumption and electricity exports. Regulations stipulate that projects must be jointly proposed by at least two EU member states or by a member state and a third country.

The EU had previously supported cross-border projects through other mechanisms. In April 2023, it launched the first tender round under the EU Renewable Energy Financing Mechanism, with CINEA signing subsidy agreements for seven solar projects in Finland totaling 212.99MW, funded by Luxembourg. The second tender round in July 2024 supported seven solar projects in Finland and two wind projects in Estonia.
