The Brazilian Ministry of Mines and Energy (MME) held a specialized meeting with the Brazilian Distributed Generation Association (ABGD) on May 8, focusing on the policy advancement framework for Mini and Micro Distributed Generation (MMGD). Gustavo Ataíde, National Secretary for Energy Transition and Planning, emphasized the critical nature of the current stage: "The development of renewable energy and the expansion of distributed generation must be achieved through integrated planning and enhanced regulatory efficiency." The meeting clearly designated MMGD as a priority in national power system planning, with core topics covering cost-benefit assessments of distributed generation, inter-agency policy coordination mechanisms, and technical roadmap planning.
According to Law No. 14,300 of 2022 (Legal Framework for Distributed Generation(Marco Legal da Geração Distribuída)), this regulation establishes the rights and obligations of consumers in MMGD systems, sets operational rules for the Electric Energy Compensation System(Sistema de Compensação de Energia Elétrica) (SCEE), and establishes a transition regime for existing units. The law also secures the central role of the surplus injection mechanism, allowing surplus energy to be fed into the distribution grid through SCEE for offsetting in subsequent consumption cycles. This aims to ensure legal security and market predictability for new investment projects.
Participants reached a consensus, confirming MMGD as a core technological pathway for Brazil’s power system transition. The government emphasized optimizing institutional mechanisms to coordinate policy implementation, particularly strengthening execution in cost-sharing mechanisms and interdepartmental collaboration, thereby promoting the synergistic development of distributed energy and centralized grids.
